①目前并不是所有人都需要小黄本，其中有疫苗证书且可以扫二维码的（能显示个人信息的）证书，都是不需要的（譬如小马尼拉市的疫苗证书、曼达卢勇市的疫苗证书、崇仁医院的疫苗证书、还有其他地区很规范的疫苗证书）。
